A statement from B&D Reside

Operation Chandrila is an ongoing investigation led by the City of London Police. It would be inappropriate for B&D Reside to comment on individuals or speculate on allegations while that work continues.

However, it is important to be clear about the facts. B&D Reside is not under investigation, and no current or former B&D Reside employees are under investigation in connection with Operation Chandrila.  

Since concerns were identified, B&D Reside has worked closely with enforcement partners in support of their investigations and maintains a zero-tolerance approach to all tenancy fraud, subletting, or misuse of homes. Reside has now brought the letting process in house, where we are able to apply the highest possible compliance and controls.

September 2025 update

B&D Reside and Barking and Dagenham Council are working with the City of London Police’s Domestic Corruption Unit on an investigation into suspected housing fraud.

This morning (4 September), police officers executed five warrants at residential addresses in Dagenham and Essex and arrested two individuals as part of Operation Chandrila.

The investigation is ongoing and no further details can be released at this stage. Anyone with information that could assist is encouraged to report it confidentially to the police here: https://mipp.police.uk/operation/4801020125R39-PO1.

The work forms part of B&D Reside’s and the council's commitment to tackling fraud and ensuring public money is used as intended.

Cllr Dominic Twomey, Leader of Barking and Dagenham Council, said:

“Every day, our fraud team are behind the scenes, looking into anything from corruption concerns to illegal sub-letting. Ultimately their job is to make sure public money is being spent in the way it should be, so I’m really pleased their proactive work has helped lead to today’s arrests. Huge thanks go to our colleagues at City of London Police for the work they’ve done so far in collaboration with the council and BD Reside. Now we wait to see what happens as the investigation unfolds, but I would encourage anyone who feels they have information that could help – no matter how small or irrelevant it may seem – to come forward.”
